It's a bit misleading because of the few Touhou events that happen every year. Unless those were cancelled? I doubt it, though.
It's pretty much a new era with Korean and Chinese gacha and global vtuber stuff and well... I don't like it, but you kind of just have to accept that the world changes as time passes. I strongly disagree with the Japanese on this, but that's how it goes. It started with the boatsluts and Fate gacha stuff so this is just a natural reg-, er progression.
There's still a bunch of good stuff coming out, just a smaller percentage that I'd be interested in. Even Kemono Friends technically started as a gacha so theoretically something good can come along again.

Saying that Touhou is dead is a bit of an over reaction. The momentum behind it has always been driven by the fanbase and also maybe he is just taking a year off and well come back next time.

I don't think Touhou will ever die or at least it won't die for any of the reasons people think it will. This goes back to the meme about Kancolle killing Touhou, it was flawed from the beginning as they are two separate franchisee dealing with two separate areas. They don't actually compete that much.

For Touhou to die something would need to come along that directly competes with it and does the things that Touhou does. There would need to be something that can encompass that cosy 19th centaury rural Japan with Japanese mythological elements and magic feel. But none of the properties that were meant to kill Touhou did and so Touhou lives on. And there isn't anything that exists right now that would fill that niche either.

People always seem to forget that Touhou has multiple events of its own, ranging from big ones like Reitaisai and Kouroumu to smaller character-specific events. The series moving away from a mostly FOTM event is probably for the better. Kuso image btw.

Most Touhou games are released at Comiket so if Zun is not there in an official capacity then it means there is no new Touhou game.
