Everything in that OP is really just a spoiler for the season if you think about it. Really well crafted in a way that you'd only get it once you've learned the twist. I think the first section could be interpreted as Satoko's perspective, and then once it shifts to the chorus it fits more in line with Rika's. Feel like it'll only become more clear as we get to the end.

Saw some theories that the OP is from Hanyuu/Featherine's perspective, but that doesn't really make much sense to me. Maybe if it was just Hanyuu I could give it some credibility, but there would be no reason for Hanyuu to need to have the truth revealed to her, and Featherine is too apathetic as a godly entity to have much feeling for anything. Unless something contrary to this assumption is revealed next episode.

Rika has been a crappy friend to Satoko, but I think she deserves some benefit of the doubt. Rika didn't necessarily understand the full extent of Satoko's shitty situation, only that she was being punished and having trouble studying. If they go back into the loops before returning to St. Lucia, Rika wouldn't even have had a chance to notice that Satoko was transferred to the special classes. Also, she has no understanding of the bad side of St. Lucia, as it's been mostly only a good time for her. Sure, you can say that the reason she doesn't know is because she doesn't try hard enough to reach out to Satoko, but Satoko also puts up a prideful front and doesn't try to let Rika in on her suffering. All she's focused on is how peaceful her life has become now that she's not dying all the time, and while that is definitely selfishness on her part, it in no way justifies the hell that Satoko's put Rika through because of this.

So in conclusion Rika needed to get lectured for being a shitty friend, but Satoko proved herself to be more shitty by forcing her into a death loop all over again.

The story makes more sense if you put the current arc before all the other new ones, with the kusogaki doing her hardest to keep Rika-chama in Hinamizawa after getting dumped.

That has always been her problem though. Remember that it took the entire village for her to admit that she needed help in Minagoroshi and that that Satoko, who learned that it was okay to admit weakness and ask for help, is dead.
The "current" Satoko is still the maladjusted abused child who thinks bottling up her feelings will make her stronger and Nii-Nii come back.

It seems as though Satoko was deadset on living through High School without putting in any effort or else she would kill Rika. She's certainly deserving of most of the blame.
